When a state adopts a lottery, it usually establishes a monopoly for itself; hires or creates a public agency or corporation to run the lottery (as opposed to licensing a private firm in return for a share of profits); begins operations with a modest number of relatively simple games; and, under constant pressure from revenue managers, progressively expands its offerings and complexity. The result is that few, if any, states have a coherent “lottery policy.”<\/p>\n
